Job Overview: Shelter and Settlement Officer (WASI)
As a Shelter and Settlement Officer (WASI), you will be the technical lead in assessing and designing shelter and infrastructure repairs, including communal and agricultural facilities like retaining walls, weirs, canals, reservoirs, and WASH (Water, Sanitation, and Hygiene) projects. You will manage the technical aspects of the shelter and infrastructure repair activities, ensuring compliance with national standards and DRC’s internal SOPs. Reporting directly to the WASI Team Leader, you will oversee the work of site foremen and ensure the timely completion of high-quality repair works.
Key Responsibilities:
- Conduct technical assessments for damaged shelters and infrastructure, including agricultural facilities and WASH activities.
- Prepare technical documents such as Bill of Quantities (BoQs), work plans, and design drafts using computer-aided design (CAD) software.
- Supervise and monitor ongoing repair projects, ensuring high-quality standards and adherence to technical specifications.
- Conduct market surveys to adjust BoQs according to current market rates.
- Participate in joint needs assessments, collecting and verifying data using HEAT KOBO and ensuring proper data management.
- Draft detailed project reports for internal and donor communications, including weekly and monthly updates on project progress.
- Lead the technical coaching of beneficiaries and laborers on-site, ensuring that all technical works are conducted safely and efficiently.
- Liaise with procurement teams to support the infrastructure project’s material acquisition process.
- Serve as a point of contact for site foremen and other technical personnel during construction activities.
Job Requirements:
Experience and Skills:
- Experience: A minimum of 3-5 years in infrastructure project management and technical design, ideally within an NGO setting.
- Technical Competencies: Proficient in designing infrastructure projects using software like AutoCAD, Civil 3D, and WaterGEMS.
- Community Engagement: Extensive experience working at the community level, including mobilization and participation in community-driven development projects.
- Project Management: Proven ability to manage and oversee the design, implementation, and quality control of infrastructure projects.
- Communication: Strong written and verbal communication skills, with experience in report writing and technical documentation.
- Languages:
- Pashto (Fluent)
- Dari (Intermediate)
- English (Good)
- Computer Skills: Proficient in Microsoft Office, including MS Project, and AutoCAD.
Education:
- BSc in Civil Engineering (or a related field)
